He was with AT&T Bell Laboratories at Whippany, New Jersey, involved in wireless systems. In 1992 he joined back to Seoul National University where he is currently a professor and served as an Associate Dean of the College of Engineering, Chairman of EECS Dept., Vice President of the University Faculty Council, and Director of Institute of New Media and Communications. He received his B.S. and M.S. degrees from Seoul National University, Korea, in 1976 and 1978, respectively. He received his Ph.D. degree from the University of Michigan at Ann Arbor in 1986.

His main research activities have been in physical layer wireless communications such as channel coding, MIMO, OFDM, and cooperative diversity as well as collaboration with wireless industries. Also he developed a unique Korean text-to-speech synthesis method. His Communications and Coding Theory Laboratory was designated as a National Research Laboratory by Ministry of Science and Technology of Korea in 2001 and a National Leading Research Laboratory by Ministry of Education, Science and Technology of Korea in 2011. He was involved in the ITS Grand Design Project of Korea as principal investigator in communication systems and has been a council member of ITS Korea since 1999. He published over 360 papers including over eighty journal papers with 4,200 citations according to Google Scholar and holds thirty-four patents including nine US patents. He received Haedong Academic Achievement Award in 2010. He was President of Institute of Electronics Engineers of Korea (renamed Institute of Electronics and Information Engineers) in 2009 and Korean Society of Broadcast Engineers in 2010. He is a member of the Korean Academy of Science and Technology and the National Academy of Engineering of Korea.

He is founding Chair of the Vehicular Technology Society Seoul Chapter (1994) and the Aerospace and Electronic Systems Society Seoul Chapter (1995). He was General Chair of the IEEE Vehicular Technology Conference (VTC) 2003-Spring. He created the IEEE Asia Pacific Wireless Communications Symposium (APWCS) in 2004 as founding Chairman of its steering board, which became an exchange hub of wireless experts in Region 10. As VT Society Asia Pacific Chapter Development Coordinator from 2004 to 2009 he made contribution to substantial society membership growth in Region 10. For the VT Society he has been elected as a member of Board of Governors since 2006 and was Executive Vice President from 2007 to 2009 before serving as President from 2010 to 2011. He received VTC Chairman’s Award from the VT Society in 2004 and Outstanding Service Award from the IEEE Seoul Section in 2003. He is an IEEE Fellow and IEEE VTS Distinguished Lecturer.
